Abstract

Changes in higher education policy havemade it significantly harder for underrepresented minorities in urban environments to gain access to or to succeed in higher education. In light of these changes, college preparation programs take on added importance and significance, In this article, the authors establish a framework for effective college preparation programs that serve low-income, urban minority youth. It is important to understand "what works" in order to improve service and to address the unique needs of urban youth.
