Overcoming the Obstacles to Change within Urban Institutions: The Mobile Framework and Engaging Institutional Culture
AbstractMany commentators have noted that higher education, and urban institutions in particular, have to respond to unprecedented amounts of change that is qualitatively different from earlier times. This article introduces the mobile model of change that guides transformation change efforts in urban institutions, while remaining sensitive to their institutional context and culture. The framework is based on a five-year national study conducted by the American Council on Education.
